Purpose
This parking policy is to provide guidelines for parking within the campus of Central Virginia Community College (CVCC). This policy replaces all previous parking procedures and fine schedules established by the College.
Parking Permits
A parking permit will be issued to all Faculty and Staff at the time of employment. Parking permits will be issued per employee, not per vehicle. The parking permit should be placed on a rearview mirror with the permit number facing out. Parking permits should remain displayed while parked on campus. Parking permits should be returned to CVCC Police Department (PD) at the conclusion of one’s employment. If a parking permit cannot be displayed an alternative parking pass can be issued by the CVCC PD.

Visitors: All visitors are welcome here at CVCC. There are thirty-minute parking spaces available for visitors in Lot 4 and Lot 5. If a visitor remains on campus longer than the allotted time, contact the CVCC PD for additional information.
Students: Students will not be issued a parking permit. Student parking is restricted to Lot 1 and Lot 2. Lot 3 will be open to students if overflow parking is deemed necessary by the Chief of Police. Students found in violation of this parking policy will be issued a parking ticket.
For individuals with disabilities: Persons with Handicapped Placards or License Plates issued by the Department of Motor Vehicles (DMV) are permitted to use parking spaces marked with the handicapped symbol. Handicapped marked spaces can be found in Lot 4, Lot 5, Lot 7, and Lot 8.
Parking
Students who desire to use a vehicle on the campus must park in designated student parking lots (marked on map as black SP circle).

Issuing Tickets for Violations
Tickets or verbal warnings will be issued to vehicles found in violation of any part of this policy. The CVCC PD Officer will utilize judgement and discretion when issuing parking ticket violations. This discretion is held solely by the issuing officer and the Chief of Police. Officer discretion is not directed, controlled, or influenced by college administration.
Officers shall properly and completely fill out a ticket. The information contained on the ticket shall establish: date and time of violation, registered license plate and state, type of vehicle and color, location of offense, and type of violation and commensurate fine. The officer’s badge number shall also be recorded.
Each ticket will consist of three copies. The original copy (white) will be submitted to the Accounting Office for use in reconciling payments. The second ticket copy (yellow) will be held by the Campus Police Department for tracking and record-keeping purposes. The remaining copy (pink) will be left with the violator’s vehicle, affixed to the windshield without causing damage.
The ticket will be assigned to the violating vehicle by license plate only, making the registered owner responsible for all towing fees and fines.

CVCC will not be responsible for loss or damage to motor vehicles or any of the vehicle contents while they are on college property.
Special Parking Authorization
Temporary parking permit requests may be made by students, faculty, and staff to allow for alternate, temporary parking arrangements. Requests will be approved by the CVCC Chief of Police on a case-by-case basis. Please visit the CVCC Police Office in Amherst Hall 2605 to make a request.
There are two types of special parking authorizations.
- For individuals with disabilities: Persons with Handicapped Placards or License Plates issued by the Department of Motor Vehicles are permitted to use parking spaces marked with the handicapped symbol.
- Pregnant or parenting students: The College recognizes that pregnant and parenting students may have temporary conditions that make it difficult to access campus from student parking areas. Special temporary parking passes are available on request to allow for easier campus access. Students must visit the Campus Police Office, located in Amherst Hall, Room 2605, to request a special temporary parking permit. Please note that you may also qualify for a temporary handicapped placard from the Department of Motor Vehicles.

The Chief of Police can and may make temporary exceptions to parking regulations for special events held at the College.
Penalties for Violations and Fines
Vehicles operated within the boundaries of CVCC must follow all state, local, and College regulations. Violation of these regulations will result in a citation being issued. All signs and curb markings must be observed, and parking must be in authorized areas.

Parking beside a fire hydrant or in a fire lane is a towable offense. The registered vehicle owner will be responsible for the CVCC parking fine and any additional towing expenses or fees.
Payment of Fines
Tickets issued by officers will be printed on a ticket developed for this purpose. The ticket will identify the date and time of violation, registered license plate and state, type of vehicle and color, location of offense, and type of violation and commensurate fine. Directions related to payment, payment deadline and/or administrative relief will also be included on the ticket.
Fines should be paid by phone, mail, or in person to the accounting office located in Amherst Hall, room 2208. All fines for violations must be paid within 30 days (unless the case is on appeal).
If the fine is not paid in 30 days, collection procedures may be instituted against the registered vehicle owner.
Removal of Vehicles
Where circumstances warrant, the College may have a vehicle removed at the owner’s expense.

Enforcement of Parking Regulations
Parking regulations will be enforced by a Certified Police Officer of the College.
Students receiving four or more citations within an academic year will be reported to the Dean of Student Services.
Parking Citation Appeal Procedure
All appeals must be submitted to the Chief of Police via the Ticket Appeal Form which can be found on the CVCC website and is linked below. All appeals must be submitted within seven (7) business days of the issuance of the ticket. No appeal will be considered after seven (7) business days.
A formal response to the appeal will be made within seven (7) business days by the Campus Police Chief. All decisions on appeal are final.
Towing Expenses are not subject to appeal.
Repeated offenses can result in disciplinary action through student conduct (referral to the Dean of Student Services) which may include removal of campus parking privileges or other measures deemed appropriate. Should a 5th offense occur, the vehicle may be towed at the registered owner’s expense, whether or not the student has been identified. In the case of an individual summoned to appear because of chronic offenses, the Chief shall determine, if possible, whether legitimate misunderstandings exist as to the individual’s responsibility to comply with traffic and parking regulations and if the nature of the regulations is clear. The Safety Committee shall establish the fine (not to exceed $25 for the fourth and each subsequent offense). The student conduct committee or Dean of Student Services may direct that the campus parking privileges be removed from the individual or other appropriate disciplinary action. A chronic offender is one who has four or more citations within one academic year.
Definitions
“College” -for the purpose of this policy, the “College” shall mean the physical space operated as Central Virginia Community College, as well as the executive and governing members of its administration.
“Certified Police Officer”- duly certified law enforcement officer meeting all required Department of Criminal Justice Services (DCJS) standards and who are affirmed and sworn through the Circuit Court of the Lynchburg City.
“Administration” – refers to any college President, Vice President, or their respective designee.
Academic Year – The CVCC academic year begins with each Fall term and ends in the following Summer, consisting of Fall, Spring, and Summer semesters.
Overtime Guest Parking – vehicles parked in excess of the posted time limits. Posted time limits vary according to signage and location.
Parking on grass – parking in any fashion on a grassy area controlled and/or owned by the College without express permission of the Chief of Police is prohibited.
Fire Lane – parking, stopping, or standing in a designated fire lane. Fire lanes may be designated by posted sign or by yellow curb or travel lane markings.
Fire Hydrant (within 15 feet) – vehicles that park within fifteen (15) feet of a fire hydrant.
Disabled/Handicap Parking only – parking in a designated handicapped parking space without a proper and current Department of Motor Vehicles handicapped license plate or placard hung in such a manner to be clearly visible through the windshield. No Parking Zone – vehicles parked or left standing, while occupied or not, in areas designated as no parking, no stopping or standing.
No Handicap Permit Displayed – failure to properly display handicapped license plate or parking placard from windshield when parking in a designated handicapped parking location.
Parking in Roadway – parking a vehicle in such a manner as to inhibit, endanger or alter the free and safe flow of traffic.
“Other” – Any vehicle interfering with the normal flow of traffic and /or interrupting campus activities and/or not in ordinance of Virginia state laws may fall under the “other” ticket violation.
