FANTIC Information for Prospective Students

The Financial Aid for Noncredit Training leading to Industry Credentials (FANTIC) program provides funding for students demonstrating financial need who are  enrolled in an approved noncredit workforce training program leading to the attainment of an industry recognized credential or licensure. Funding is limited, and is offered to students on a first-come, first-served basis. Students must complete a CVCC FANTIC Application and submit all requested forms and information before being considered for assistance.


In order to be eligible for CVCC’S financial aid for noncredit training, a student must:

  • Be a U.S. citizen or eligible noncitizen as defined under Addendum A of the SCHEV domicile guidelines:;
    • If the student is not a U.S. citizen, the institution shall require proof of current legal status.
  • Be a current Virginia resident for at least one full year prior to enrollment;

Proof of residency may include rent receipts, documentation of a housing purchase, dated preprinted financial or utility statements, etc.

  • Have completed high school requirements; or
  • No longer be enrolled in high school and be 18 or older; Proof of age may include a valid state-issued identification card, birth certificate, or passport.
  • Be in compliance with federal selective service registration requirements, unless the requirement to register has terminated or become inapplicable to the student, and the student shows by preponderance of the evidence that failure to register was not a knowing and willful failure to register; Compliance can be verified at
  • Not be currently enrolled in an associate or bachelor’s degree program, unless the noncredit program provides training related to the degree program and is necessary to meet a job requirement or advance student’s employment success;
  • Be accepted and enrolled in an eligible FastForward WCG-approved training program at Central Virginia Community College and be prepared to complete the program and any accompanying credentials/certifications.
  • Not be receiving other forms of tuition and/or training assistance - i.e. employer assistance, Workforce Innovation and Opportunity Act (WIOA), Supplemental Nutrition Assistance Program Employment Training (SNAPET), Virginia Initiative for Employment Not Welfare (VIEW), Virginia’s work program for Temporary Assistance for Needy Families (TANF), Department for Aging and Rehabilitative Services, federal or state financial aid, etc. - for the noncredit course to which the industry based credential (IBC) funds are applied.  Students in receipt of other tuition assistance are not eligible for FANTIC funds for the same individual course.
  • Be in good standing with the CVCC business office in order to receive noncredit financial aid.
  • Sign a Memorandum of Understanding that outlines the expectations of and cost to the recipient and becomes a part of the application packet acknowledging your obligations and responsibilities for obtaining these funds.
  • Have submitted a complete CVCC FANTIC application form.  This includes submission of the following:
    1. The most recent copy of the tax transcript from the IRS verifying annual income.  This may be obtained from  If not immediately accessible, student may supply a copy of his/her most recent 1040 tax form as well as a printout of the confirmation indicating that the tax return transcript has been successfully requested. Please note that the tax return transcript MUST be supplied prior to the first day of classes. Alternatively, if the student’s financial situation has changed within the last year, a letter of appeal may be submitted  to review the student’s current financial status. 
    2. State-issued ID or other approved documentation showing verification of age and Virginia residency.
    3. Verification of Selective Service status.
    4. Verification of ineligibility for WIOA, DRS, DSS or other funding.
Requirements of Student Recipients

Students who complete programs where an associated credential/certification test is not embedded in the course will be required to take the test. Students will personally be responsible for retesting fees if the assessment is not passed successfully on the first attempt, unless the cost of that retake is included in the course and tuition. Students who receive a FANTIC award are required to report back to Workforce Development and provide documentation of credential attainment.

FANTIC funds are limited, and availability of the reduced tuition costs are contingent upon the allocation and availability of state funds for the program.
