If you are under the age of 24 and indicated you are financially self-sufficient on the CVCC application for admission, the application automatically placed a registration hold on your account. The Code of Virginia requires all students under the age of 24 to prove self-sufficiency through clear and convincing evidence before registering for classes at the in-state tuition rate.
Appealing the Self-Sufficiency Hold
Please review the following guidelines carefully.
 
Students are not considered “financially self-sufficient” if 50% or more of their expenses are/were covered by a parent or legal guardian within the last 12 months. If the student lives with a parent or legal guardian and does not pay rent to live there, they are not self-sufficient and are considered a “qualifying child” or “qualifying relative” according to the IRS definition.

How do I get my hold removed so I can register for classes?
Please review and follow the procedures for the option that best describes your situation.
  • I made a mistake. I am not financially self-sufficient (most common scenario).
  • I am eligible for an exception.
  • I did not make a mistake and I am not eligible for an exception.

Students under the age of 24 that incurred a registration hold when selecting “I am financially self-sufficient” on their Admissions Application may benefit from claiming Virginia Domicile (VA residency) through a parent or legal guardian.

Students are not considered “self-sufficient” if 50% or more of their expenses are/were covered by a parent or legal guardian within the last 12 months. Students wishing to claim VA Domicile through a parent or legal guardian must complete and submit the Domicile Determination Form as well as provide supporting documentation proving the parent or legal guardian is domiciled in VA. Acceptable forms of supporting documentation include:
  • Copy of federal income tax return (Form 1040) and state income tax return (Form VA-760) for the most recent tax year
  • Copy of Virginia driver’s license or Virginia Identification Card
  • Copy of Virginia voter’s registration card
  • Copy of Virginia motor vehicle registration
All documentation must be submitted to the Admissions & Records Office before the first day of the upcoming semester. Documentation can be submitted by email to Duncanm@centralvirginia.edu. In the subject line of your email, please enter “Domicile Documentation” and include your CVCC student ID. Cell phone pictures of documentation are acceptable as long as the image is clear and the text on the document is legible.
 
I am eligible for an exception.
You may be eligible for an exception to the Code of Virginia § 23.1-501 Presumption of dependency for certain students. All exceptions require the submission of the Domicile Determination Form. If you qualify for one of the exceptions listed below, follow the instructions to easily have your registration hold removed. All documentation must be submitted to the Admissions & Records Office before the first day of the upcoming semester. Cell phone pictures of documentation are acceptable as long as the image is clear and the text on the document is legible.
 
I am a Veteran or an Active Duty member of the Armed Forces of the United States.
  • Email a copy of your active duty orders or your DD-214 (Member 4 Copy) to Duncanm@centralvirginia.edu. In the subject line of your email, please enter “Domicile Documentation” and include your CVCC student ID.
I am currently enrolled in a graduate degree program.
  • Email a copy of your unofficial transcript showing current enrollment to Duncanm@centralvirginia.edu. In the subject line of your email, please enter “Domicile Documentation” and include your CVCC student ID.
I am married.
  • Email a copy of your marriage license to Duncanm@centralvirginia.edu. In the subject line of your email, please enter “Domicile Documentation” and include your CVCC student ID.
I am a Ward of the Court or I was a Ward of the Court until age 18.
  • Email a copy of your Ward of the Court official documents to Duncanm@centralvirginia.edu. In the subject line of your email, please enter “Domicile Documentation” and include your CVCC student ID.
I have no adoptive parent or legal guardian and both of my parents are deceased.
  • Email a copy of your parents’ obituary or death certificate(s) to Duncanm@centralvirginia.edu. In the subject line of your email, please enter “Domicile Documentation” and include your CVCC student ID.
I have a legal dependent (child/children).
  • Email a copy of the child’s birth certificate to Duncanm@centralvirginia.edu. In the subject line of your email, please enter “Domicile Documentation” and include your CVCC student ID.
I did not make a mistake and I am not eligible for an exception.
If you did not make an error on your admissions application and you do not qualify for an exception, then you will need to go through the appeal process by providing clear and convincing evidence that you are financially self-sufficient and should be charged in-state tuition rates. This process is required by the Code of Virginia.

Please follow the steps below to start the appeal process. Documentation may be submitted online to Duncanm@centralvirginia.edu. In the subject line of your email, please enter “Domicile Documentation” and include your CVCC student ID. All documentation must be submitted to the Admissions & Records Office before the first day of the upcoming semester.   2. Complete and submit the Independent Student Declaration
